After the death of Ulrik of Celje, the town continued to develop into a trade, crafts, and administrative centre of the Celje District in which the Habsburgs, heirs to the Counts of Celje, combined most of the Celje holdings in this part of the Slovenian territory and setup a vice-dominus (or vice-count) office directly subordinated to the Emperor. Although without its princes, the citizens of Celje could put to their advantage the privileges bestowed upon the town by the current territorial prince, as well as the location along a busy trade route that connected the politically relevant Hungary with the culturally and economically advanced Italy. Yet the land along the Savinja River had to tackle many a challenge, especially natural disasters that sowed fear and disquiet among both the urban and rural population.
